Requirements:- Funds for Critical sectors development; To Compensate Revenue sacrifice for Ecology & Environment; To compensate backwardness.

January 15: Added a Post NITI AYOG Secretariat needs to be slim as compared to its predecessor body (Plng Cmsn)- Assuming 6 Zones (N,S,W,E,C,NE)>6Divisions;2 under Addl. Secys and 4 under JSs catering to each of the zones and groups of Ministries/Sectors grouped according to homogeniety relationship. Subject Matter Specialists of various levels have important role. Not more than 20 Directors/Dy.S/US are required. PS/SOs/Asst./Clerks/Data Entry Operators would suffice. E-mode/Computerisation system technology necessary.

December 20: Added a Post Having served as Secretary NCST, I wish to suggest following-1.Enlighten parents 2.Indicate advantages of education for improving their lot3.Zero corruption4.Dedicated/committed teachers who appreciate local tribal culture & ethos5.Priority to girls education 6.Syllabus&curricula matching local tribal lifestyle7.Vocational education8.Employment/Self employment to all educated youth9.Prime focus of development - local tribals10.Forest department's main focus on tribals11.Monitoring /correcting.

December 19: Added a Post Excellent idea to have such a national portal, will facilitate employment matching skill. Pre-requisite is to devise aptitude tests with the help of experts. Also there is need to educate parents about various career lines open and identifying tastes/liking of their children at early stage, letting them pursue studies accordingly (Theme of the film '3 Idiots'). athose inclined to be Scientists need special encouragement, weaning them away from the rat-race of becoming engineer or doctors only.

December 17: Added a Post No political leadership has been able to gather courage to break monopoly of IAS in appointment to top level posts in GoI because of which merit is getting sacrificed and there is complacency/ insensitivity/ indifference/ redtapism. In fact monopoly of any service is bad. Max Weber had categorically underlined the fundamental principle of 'Checks & Balancing' in order to have an effective bureaucracy. Colonial rulers were happy with monopoly but it certainy is most unsuitable now. Time to change

December 17: Added a Post Immediate need to restructure MoEF-Forest under Secretary Forest instead of DG thereby doing away with colonial system because of changed context. Manmohan Singh had almost done it in 2006 but IAS lobby sabotaged the move. Env. clubbing with Forest is a contradiction in function preventing both depts from functioning effectively. Env. Secretary needs to be separate with a new structure. Merit-based selection of incumbents will go a long way in making both depts effectivein balancing Env.-Dev.

December 09: Added a Post Each Ministry/Department once coined Vision and Mission statement way back in late nineties but no further action has been taken to see action part. Now that present government has promised to provide good governance, those vision/mission statements can be adopted as guiding posts for the ministries. Action plans should be prepared and the monitoring & evaluation parameters be fixed on the basis of such action plans. This task can be entrusted to proposed entity replacing Planning Commission.

December 03: Added a Post Urgent need of the day is an aggressive campaign to educate people about taking micro-level actions relating to respective household environment, like use of various gadgets; personal hygiene &cleanliness affecting climatic system adverasly; educating children in the family about critical issues which have direct bearing on climate change; setting model through personal conduct by elders to change younger's mindset about how small things affecting climate have direct bearing on our life.

November 30: Added a Post The successor body to Planning Commission formation is underway but it should not be old wine in new bottle. Name should be indicative of its role. PPMB- Policy Planning & Monitoring Board. Should function under direct control of PM. Functions- Broad sectoral policy formulation;Action plans on sectoral basis;Preparation of development models for regions/states;Monitoring & Evaluation. Governing body should comprise eminent men having perspective & experience. Executive body to have capable men.  

29: Added a Post There is need to have total transparency in appointments of senior level officers (Jt. Secretary and above). Current system seems to be operating under veil of secrecy and does not inspire confidence. There is ample scope for subjectivity and manipulations. Much depends upon the individuals occupying vital positions (Cabinet Secretary, Pr. Secretary to PM and EO). Instances are not lacking when approved files were destroyed or made to disappear. System has to be fair and not individual-driven.

November 29: Added a Post Action starts at farm. Harvesting to be done early hours to avoid damage due to desiccation. Packaging in such a way that produce is protected against direct sunrays and also aerated. This can be facilitated through extension services. Main losses can be reduced through processing infrastructure for which it is essential prerequisite to grow produce with twin objective of fresh marketing and processed produce and accordingly growing appropriate verities. Also there is need to do generic promoti.

November 28: Added a Post Leaders of all political parties must join hands to build consensus on the following issues:- 1. Building public opinion for reduction in subsidy and bearing burden of user charges in health and education 2. Honestly paying taxes 3. Maintaining personal hygiene and civic standards 4. Reduction in wasteful expenditure of government 5. Eliminating corruption 6. National Security 7. Elimination of Terrorism 8. National Integrity 9. Development works to be done on principle of equity.

November 19: Added a Post Immediate review of QCI and NABET system devised by S&T department and being followed by E&F Min. for accepting consultants having accreditation of QCI & NABET. Instead of this, E&F Ministry needs to empanel Consultants at their own on the basis of prescribed parameters- Credentials of Experts;Projects handled;Capability & Capacity strength; Practical Conceptual as well as Practical understanding of Development vis-a-vis Environment. QCI/NABET system may be suiting S&T but not Env.&Forest.

November 17: Added a Post There is need to fix accountability parameters for Ministers and Bureaucrats. Targets and achievements also should be fixed in accordance with spirit of policy, project or scheme whatever the case and then a high powered monitoring team prepare one page report on the specially designed format enabling PM to know performance of each at a glance. Report on this should be finally made public. This way not only PM would be able to provide good governance but people at large will be able to judge all

November 16: Added a Post People have become conscious about having good green cover for sustainable development. There is need to take next step forward, Concept of social fencing needs to be applied more aggressively wherever it is feasible while in difficult areas either green hedge, wire fencing or stone wall fencing have to be done. People's participation is critical in greening programs and the bottom up planning is the need of the hour. However technical feasibility has got to be ensured through interactiveness.

November 15: Added a Post It needs to be duly publicised for information of all stakeholders that it takes more than 400 to 500 years for one inch thick layer of fertile soil to develop, then only will they realise the significance of soil conservation. Irony of the situation is that even now landuse map for various regions and agroclimatic zones in India has not been prepared resulting in faulty landuse leading to loss of life and property. Instead of having roads on steep slopes ropeways skycranes would be better.

November 15: Added a Post The immense potential of solar wind energy in India requires to be tapped on priority to meet energy needs and in the process reduce dependence on the fossil fuels. There is immediate need to devote special attention to R&D work in this regard to develop most appropriate technologies suiting Indian conditions and matching affordability. Another way is to develop alternative fuels from agri-wastes and household garbage. Machines & Equipments also should be developed according to Indian conditions

November 14: Added a Post Strengthening of Monitoring Mechanism is extremaely important to ensureimplementation of the promises. It ensures accountability of all concerned. It ensures correction wherever required. It facilitates transparency in the system. It enables comparability between projections and actual achievements. It reveals degree of correctness of planning system. It helps in exposing malpractices points. It facilitates understanding of people about systems and processes which increases confidence both ways

November 14: Added a Post Reforms should be main agenda of central and state govts which should cover all fields; Administration, Economic, Social, Political. We in India inherited systems from Britishers whose main objective was to ensure continuity of colonial rule whereas now not only objectives are different but also context has changed drastically and therefore total review is required to establish new systems to ensure delivery of services to the common man. Accountability and decision making are critical factors.

November 12: Added a Post Need of the hour is to enlighten people at large about their role in mitigating adverse climatic changes. NGOs can play vital role provided they operate with missionary zeal and set practical models. Media has very significant impact and with widespread network the reach is to the remotest corners in the country. Governments have to provide support to these institutions in terms of finances and policy. School curricula requires structuring and prioritisation. Effective monitoring of all above.

November 11: Added a Post Food processing sector requires high priority because on one hand it saves more than 30% of perishable fruits and vegetables from wastage and on other hand helps in price control. Consumers need be educated that using dehydrated onion and garlic powder not only make quality dishes but also saves energy which is required for dehydrating. Processed products are more hygienic mostly free of harmful residues. Farmers will also get relief on account of market based price stability of farm produce..

November 10: Added a Post Environment Forest Ministry need to resolve man animal conflict on priority les things get out of control. Leopard Monkey Wild Boar Deer have already become menace to local inhabitants in Himachal while Elephants every year kill many in eastern states and so are other animals causing problems in other parts of India. Special Management PLans are required to be made in time bound manner in consultation with local inhabitants and high professional input of all sections rather than few selected NGO

November 10: Added a Post Rural health centres are required to be equipped with basic diagnostic instruments to detect and cure ENT and Eyes problems for which the people have to go to the district zonal, stae or private health centres paying highly and undergoing unbearable financial burden.Currently authorities have priority to buy high end equipments like CT scan and MRI machines which in many hospitals keep gathering dust, whereas the basic machines in each centre would cost less than Rs.30 lacs each. Easily doable.

November 10: Added a Post More than 100 PSUs are running in loss and most of these are in non strategic sectors therefore these should be privatised wholly or partly and if not required then may be closed even. Staff can be adjusted in departments reeling under pressure of staff shortage. Some PSUs require roping in of private partner to manage them professionally. Air India is one of them which is having more than Rs70000 crores loss. There is need to carry out work and method studies to rationalise staff amongst dept.

November 09: Added a Post Holistic view need be taken and not one sided. Landuse, industrial development strictly according to prevailing context and situation, job creation potential, infrastructural criticality and balancing project relating to any of these sectors with environmental damage taking into account the mitigation measures reducing environmental degradation. Rather than weighing sectarian view, there is need to have open debate with all stakeholders including opinion makers and media to take right decision.
